Java : Use streams when it comes to Dynamic values

 We have a combox who's values are numerical. If we select a value, then another combobox should generate the values based on it. 

But, the second combox is getting dynamic values from a file (which is dependent on the user and can be changed). 
When it comes to static, use sub-string for that splitting up the value and using "==" to match it with the number.
But when it comes to dynamic, it's better to use index and streams to fetch the values.
